PAW holds retailers accountable for making ethical buys. In 2009, Petland at the Arboretum received shipments from brokers cited by the USDA for transporting animals in too small cages, underage puppies, and other violations. They also received shipments from a large-scale commercial broker, who sold over 5,000 puppies and grossed over $1,000,000.00 in sales in 2009.

PAW also supports and lobbies for NC Bill S 460, Puppy Mill Bill. S460 will regulate the breeding of dogs for commerce and require breeders who maintain over 15 or more adult female dogs for the primary purpose of breeding and 30 or more puppies for sale to maintain humane standards of care. Kennels and boarding establishments for training, hunting, sporting, herding, or guide dogs are exempt from the definition of a commercial breeder. For more info about puppy mills visit
